Bowen Island Municipal Council has adopted a new Water Conservation Bylaw that strengthens the Municipality’s ability to protect and manage the community’s limited supply of municipally treated water during peak demand periods.
The bylaw was shaped by resident feedback and establishes clear requirements for responsible water use, giving the Municipality the enforcement tools needed to support compliance during peak summer demand. By reducing unnecessary water loss, it strengthens long‑term water sustainability on Bowen Island, supports Council’s strategic initiative on water conservation, and helps ensure a reliable treated water system for future generations.
Conserving treated water is a shared responsibility. As climate patterns shift toward warmer and drier summers, these measures help maintain system resilience and ensure that drinking water remains available for essential needs.

The allowable activities for each Water Restriction Stage are the same as the ones used over the past several years in each stage of the Conservation Guidelines.
Key features of the new bylaw include:
- Enhanced Water Restriction Stages: The bylaw introduces enforceable Water Restriction Stages, ensuring consistent conservation measures during periods of high demand.
- Addressing Water Waste: New provisions prevent unnecessary water loss, including over‑watering, non‑compliance with restriction stages, and avoidable waste from damaged or unrepaired appliances or irrigation systems.
- Commitment to Public Education: During peak‑use months, the Municipality will share regular conservation updates, including guidance on reading water meters and tracking household consumption.
- Clear Process for Setting Restriction Stages: Restriction stages will continue to be set by the Utilities Operations Manager, with timely public updates coordinated through the Communications team.
The bylaw responds to long‑standing challenges surrounding the limitations of voluntary compliance with tiered pricing and seasonal restrictions. Historically, residents were encouraged, but not required, to follow Water Conservation Guidelines during the peak summer months and the municipality lacked the mechanism to enforce those guidelines.
The new bylaw addresses this by formally adopting the previous guidelines as enforceable Water Restriction Stages. There are four stages, with Stage One automatically in effect each year from May 1 to October 15. The bylaw also authorizes fines for water overuse, excessive watering, or water loss resulting from deteriorated appliances, fixtures, or irrigation systems at any stage.
