Summary
Overview
Notice is hereby given that Bowen Island Municipality (the “Municipality”) is contemplating
making a direct award of a contract to Bowen Waste Solutions Inc. (the “Supplier”).
The Municipality intends to enter into a service agreement for the provision of integrated solid
waste services, including:
- Curbside collection of:
- Garbage
- Compost (organics)
- Green waste
- Service delivery to approximately 2,000 households on Bowen Island
- Operation and management of solid waste logistics, including:
- Transfer and off-island trucking
- Disposal of collected waste streams
- Operation and management of recyclable materials collected through the Bowen Island Recycling Depot, which is owned by the Municipality
In addition to service delivery, the Supplier will be required to participate in operational reviews,
studies, and reporting activities, and to support the Municipality in exploring and preparing for
future service delivery models, including the assessment and potential integration of Extended
Producer Responsibility programs such as Recycle BC and Encorp Pacific.
Contract Term and Value
Term: Two (2) years; January 1, 2027, to December 31, 2028
This contract is intended as a temporary measure to ensure continuity of essential services while
the Municipality evaluates and implements a long-term service delivery approach. Future
service delivery may be subject to a competitive procurement process or structural changes
associated with Extended Producer Responsibility programs.
Value: The aggregate value of the contract is expected not to exceed $2,869,000 CAD, exclusive
of applicable taxes.
Rationale
The Municipality considers that a direct award may be justified under applicable trade
agreement provisions, including circumstances where competition is not available due to
technical or operational requirements, and where only one supplier can reasonably meet the
Municipality’s needs.
The Municipality’s rationale includes the following:
Established local expertise
The Supplier has provided solid waste services on Bowen Island for approximately 35 years and
has demonstrated knowledge of local conditions, infrastructure, and service requirements.
Unique operating environment
Bowen Island presents specific logistical challenges, including:
- Narrow, steep, and winding roads
- Limited access areas requiring small, specialized collection vehicles
- Dependence on coordinated off-island transport for disposal
These conditions require an integrated system that combines on-island collection with off-island
transfer and disposal. Delivering these services through multiple providers would introduce
operational complexity and increased risk, including coordination failures, additional handling,
and potential service disruption.
Operational continuity
Reliable solid waste collection is essential for public health, environmental protection, and
service continuity.
Integrated service delivery requirement
The Municipality considers the integration of curbside collection, depot material management,
and off-island transport to be a fundamental requirement. Coordinated delivery of these
services is necessary to ensure safety, efficiency, and reliability within the constraints of the
island environment.
Specialized equipment and workforce
The Supplier has an established operational presence within the service area and maintains
equipment and personnel suited to the Municipality’s geographic, infrastructure, and logistical
conditions.
Replicating this capacity within a short timeframe may not be feasible for alternative providers.
The Municipality is not aware of any other supplier that can provide the full scope of integrated
services described in this NOI within the geographic and infrastructure constraints of Bowen
Island, without introducing material transition risk.
The Municipality acknowledges that other solid waste service providers operate in the broader
region. However, due to the combination of geographic isolation, transportation dependencies,
infrastructure limitations, and the requirement for integrated service delivery, the Municipality
considers that viable competitive alternatives for the full scope of services are limited.
Definitions Used in this Notice of Intent
- “Addenda” means additional information or amendments to this NOI issued through BC
Bid. - “BC Bid” means the Province of British Columbia’s electronic tendering system at
https://www.bcbid.gov.bc.ca or any replacement system. - “Challenge” means a written response submitted by a Respondent in accordance with
Section 3. - “Closing Date and Time” means the deadline for submission of Challenges as identified
in BC Bid and on the NOI cover page. - “Issue Date” means the date this NOI is posted on BC Bid.
- “Municipality” means Bowen Island Municipality.
- “NOI” or “Notice of Intent” means this document and any associated addenda.
- “Official Contact” means the contact person identified in the BC Bid posting.
- “Province” means His Majesty the King in right of the Province of British Columbia.
- “Registered Supplier” means a supplier registered in BC Bid with a Business BCeID.
- “Respondent” means a supplier submitting a Challenge.
- “RFx” has the same meaning as NOI within BC Bid.
- “Submission” has the same meaning as “Challenge.”
- “Supplier” means Bowen Waste Solutions Inc.
Notice of Intent Challenge Guidelines
Submission of Challenges
Suppliers who wish to object to this NOI must submit a Challenge that:
- Is submitted in writing to the Official Contact
- Is received on or before the Closing Date and Time
- Clearly demonstrates the Respondent’s ability to meet all technical, operational, and
logistical requirements described in this NOI - Explains why the Municipality’s rationale for a direct award is not justified
- Uses the Challenge Form (Appendix A), where possible
- Includes a signed Submission Declaration
The Municipality will not reimburse any costs incurred in preparing or submitting a Challenge.
All enquiries must be directed to the Official Contact. Responses may be issued through
addenda.
Review of Challenges
If a Challenge is received, the Municipality will:
- Assess whether the Respondent has demonstrated the capability to meet all stated
requirements - Consider whether the information provided affects the validity of the Municipality’s
rationale for a direct award - Determine, acting reasonably and in good faith, whether a competitive procurement
process should be undertaken
If no valid Challenges are received, the Municipality may proceed with contract negotiations
with the Supplier.
