Bowen Island Municipality appoints permanent Director of Engineering and Public Works

Bowen Island Municipality is pleased to announce the permanent appointment of Sarah Kosari as Director of Engineering and Public Works.

Ms. Kosari joined the Municipality in 2025 as Manager of Infrastructure and has spent the past six months successfully backfilling the Director of Engineering and Public Works role. During this period, she demonstrated strong leadership, sound technical judgment, and a highly collaborative approach to service delivery. Following this successful interim period, she was permanently appointed to the position in April 2026.

“The Director of Engineering is a complex role with well-known challenges,” said Kirn Dhillon, Chief Administrative Officer. “Sarah has brought a project-oriented and systematic approach to strengthening BIM’s operations and advancing the service levels required to meet our community’s evolving needs.”

Ms. Kosari brings extensive leadership experience from her previous role as Senior Manager of Civic Projects with the City of Burnaby, where she led multidisciplinary teams delivering major civic and community infrastructure initiatives. Her experience spans long-range planning, design, construction, and asset handover, with a strong focus on engineering excellence, environmental performance, and community outcomes. She has worked collaboratively with internal departments and external partners, including First Nations, provincial agencies, utilities, and the public.

A registered Professional Engineer (P.Eng.) with Project Management Professional (PMP) and LEED Accredited Professional (BD+C) credentials, Ms. Kosari offers a strong combination of technical expertise and strategic leadership. Her background includes the development of asset management strategies and the use of data-driven decision-making to support lifecycle planning and long-term financial forecasting.
