Notice is hereby given that the Bowen Island Municipality (BIM) is contemplating making a direct award of a fixed price contract to Urban Systems, to complete a Watershed and Hydraulic Capacity Analysis for Bowen Island Culverts.

Overview

All project activities must be completed within two years and no later than July 23, 2026; and will not exceed $111,200.00, excluding GST, in total potential value.

Rationale

Bowen Island Municipality has chosen not to tender the contemplated contract for the following reasons:

  1. A watershed and hydraulic capacity analysis is needed to determine if these pieces of critical infrastructure can adequatly accommodate the increase in floodwaters and debris of increased storm events in today’s climate, and with expected climate change effects on extreme rainfall events. 
  2. Urban Systems provided a watershed and hydraulic capacity analysis for 72 culverts that were deemed a high priority in June 2023. Assessment of the remaining 253 culverts can proceed most efficiently by hiring Urban Systems.  
  3. The project is funded from the 2024 Disaster Risk Reduction-Climate Adaptation funding stream of the Community Emergency Preparedness Fund.

Notice of Intent Challenge Process

  • Any Challenge objecting to the NOI is required to be in English and sent to the Official Contact in writing or such Challenge will not be considered.
  • Challenges to the NOI should be received by the Official Contact before the Closing Date and Time.
  • BIM reserves the right to disregard any Challenge to an NOI received after the Closing Date and Time.
  • Challenges to the NOI should provide reasons for the Challenge.
  • A Submission Declaration Form must accompany any Challenges submitted by email or hard copy. 

Review of Challenges

  • If BIM receives a Challenge to the NOI before the Closing Date and Time, BIM must assess whether the challenge is justified; and whether a competitive process should be undertaken.
  • If no Challenges to the NOI are received prior to the Closing Date and Time or no Respondent submits a Challenge that is justified by BIM, BIM may commence contract negotiations with the Supplier for the goods, services and/or construction described in the NOI.

Enquiries

Enquiries and any responses providing new information will be recorded and posted to BC Bid as Addenda or otherwise distributed to Respondents. Despite the foregoing, BIM may choose in its sole discretion not to respond, respond in whole or in part, or reformulate enquiries in whole or in part. BIM may in its sole discretion choose whether to post any such enquiries and responses to BC Bid or otherwise distribute to Respondents.

Challenges to this NOI become the property of BIM and will be held, subject to the provisions of the Freedom of Information and Protection of Privacy Act.
